Civil Aviation Safety Authority spokesman Peter Gibson said the pilot, who was flying an Acroduster, which is typically designed for aerobatics, had died.
He said the pilot was the only person on board.
Mr Gibson said the Acroduster was an amateur-built plane.
“Witnesses reported the aircraft was seen descending very quickly so something was obviously wrong,†he said.
Mr Gibson said so far there were no reports of a radio call being made from the plane before it crashed.
Water Police, PolAir and the Queensland Ambulance Service were responding to the incident, which was reported about 9.25am on Wednesday.
